Europol Positioning Paper on Caller-ID Spoofing

“Spoofing, specifically caller ID spoofing, drives financial fraud and enables social engineering cams, resulting in substantial economic and societal damage, with an estimated EUR 850 million lost worldwide annually”.

So opens Europol in it’s publication on caller id spoofing from October 2025 (see link at the bottom of this blog).

65% of reported cases are mentioned to rely on phone calls and text messages, done by manipulating caller’s information shown on the victims mobile screen. This by using Voice over Internet Protocol (VoIP) services and specialised apps.

A victim is prompted with a false name and number that appears to be trustworthy. Not being able to un-conceal the true identity and origin of the criminal caller, impedes law enforcement agencies to trace and prosecute criminals.

Europol urges to come to a multi-faceted approach to come to a decrease in cross-border caller id spoofing. Their survey was across 23 countries with a combined population of approx. 400 million people who remain target of these types of attacks.

Main challenges are in inter communications of governments and telecom providers, which is an enormous chattered market. There are no suitable regulatory frameworks available and legislation needs to be adapted. Police mandates are not clear and resourcing is insufficient.

The realisation of an European solution is far off and lots of work to be done.
